The Highland Pines Domestic Water Improvement District does not collect or retain any customer banking or credit information. This service is provided to HPDWID by United Systems Technologies, Inc. through PayPal. All transaction fees are charged by and paid to PayPal. The District receives no compensation for transaction fees charged by PayPal.
Important Notes - These are issues we have found as reported by customers using this service:
Once a customer has signed up for this service an email will be sent to them for verification. Sometimes receipt of this email can take up to two hours. This email must be responded to within 24 hours or the application will be canceled and they must start again from the beginning.
Check your SPAM folders for eBill/ePay emails - many customers report never receiving an eBill. Once they check their SPAM folder they find that is where their email program is placing the invoice/eBill. Or, they've changed their email address without notifying the program. The District is never notified when eBills are SPAMMED or returned. Therefore, it is the customer's responsibility to make certain they receive the appropriate eBills and due dates are adhered to. Past Due charges will apply on all accounts if payment is not received by the due date, regardless of eBill or paper bill choices.
Accounts that are delinquent may be removed from the eBill option. It is important that ePay/eBill customers accept all emails into their email inbox and pay the eBill in a timely manner, prior to the due date. It is the option of District staff to remove customer accounts from the ePay/eBill options if the account becomes delinquent. A paper bill will then be sent to the last known address.
